MEETINGS FOR THE RIS PROGRAMME
IN THE "PERIPHERAL" PREFECTURES OF EPIRUS:
ARTA - PREVEZA - IGOUMENITSA
(MAY, 1999)

All the meetings below aimed at keeping the local authorities, entrepreneurs, and the public informed about:

  1. The term ‘innovation’ and its process of application and consolidation by enterprises.
  2. The RIS - RITTS projects financed by the E.C.
  3. The RIS project of Epirus, its objectives, planning and application as well as expected results.

The meetings at the prefectural level were organized with the objective of informing the representatives of the local authorities (mayors, directors of services etc.) about the program.

The meetings at the chamber level were organized with the objective of keeping businessmen and their representatives informed about the program.

The meetings mentioned so far were the ‘precursors’ of the ‘1st Forum on Innovation for the Development of Epirus, held on the 2nd of July in Ioannina (see below).

Similar meetings were not organized in the prefectures of Ioannina because all points raised were covered by the Forum of innovation held in Ioannina on the 2nd of July.

GREETINGS SPEECH BY THE GENERAL SECRETARY

Ladies and Gentlemen,

In my official capacity as General Secretary of the Epirus Region, I am very glad to Welcome you today to our forum of the RIS project:

‘Regional Innovation Strategy of Epirus’

The region of Epirus in co - operation with the BIC of Epirus took the initiative in implementing the RIS project. Among the other five (5) European regions, Epirus was opted for the implementation of similar programs for the years 1999 - 2000. As we shall see later on, some Greek regions have implemented similar projects already.

The main objective of the RIS project is the mapping out of a complete developmental strategy for business affairs, based on innovation.

The RIS project of Epirus is distinguished for two other important objectives:

  1. It fosters the spirit of effective co - operation among small businesses, organizations foundering services and the local authorities , so as to enhance their competence and to survive the international competition, through innovation.
  2. It provides a framework of political support for those enterprises which are in need of innovation, assisted by the public and private bodies of support and diffusion of innovation.

Later on, you will have the opportunity to be fully informed about the particular project.

The current meeting is organized with the view to inaugurate the RIS of Epirus, to analyze the term ‘innovation’ and to provide information about the results of all RIS projects which have already been completed.

On this occasion, I will make a reference to the term ‘innovation’ and to the weight of its meaning for the regional development in our days.

Innovation is the method that ensures the conversion of an idea into a commercial success. It refers to everything new which contributes to the rational development of a region as well as to the living standard of its population.

Innovation is considered to be of vital importance, as it allows for better handling of the individual and public needs (health, entertainment, working conditions, transportation etc.) and constitutes the fundamental principle of the business spirit. In fact, all enterprises start to function partly by making innovations; however, in order to remain competitive, they must innovate systematically. The same thing applies to those countries which convert new ideas into technical and commercial successes rapidly in order to maintain elements of development, competitiveness and employment.

In this respect, Europe seems to be in an unfavorable position, compared with its main rivals. What is strange though, is that, although it has an excellent scientific grounding, it has much more difficulty than its competitors in making advantage of its potential for producing new goods and claiming new interests in the market, especially in fields of high technology. Of course, there is a great differentiation on innovation in Europe’s regions. Each country, region sector or enterprise seeks for solutions to problems. Thus, there is much experience on which we can rely on.

Our region has to react effectively to the aforementioned challenges. Its development should be based on rationality and investments in soft elements. Education, training for life, creativity, exploitation of research results as well as provision of technological and commercial developments should all be evolved in a parallel way. We need better administration in the business world, more internationalization and also greater participation by the employees in the innovate process.  Lastly, it is necessary to create the atmosphere that would favor innovation through out all enterprising stages (finance, business, planning, product promotion, goods production, new technology adjustment etc.).

The region of Epirus, in co - operation with the University of Ioannina and other innovative services providing organizations is ready to meet the requirements of the times. The planning of the 3rd Structural Fund which has already been completed, is based on the aforementioned principles.

The RIS project will pave the way to a complete and substantiated proposal for specific innovative activities which will contribute to business development in our region

Many of the proposed activities will be funded by the third Structured Fund of the region.
